NAMEPLATE CORPORATION EI ®
rtinft
January 28, 1993 CI
Laurie A. Cotulla, REHS FEB 0 3 1993
Program Manager ENVIRONMENTAL HFALTH
San Joaquin County PERM VUSERVICES
Public Health Services
Environmental Health Division
Dear Ms . Cotulla:
Lustre-Cal has reviewed your comments dated December 14, 1992 . We
have also given a copy to a representative of Ackel Properties.
In your letter you requested that Lustre-Cal submit a work plan and
pay minimum fees for PHS/EHD' s regulatory oversight by February 15,
1993. We will not be able to meet that request for reasons listed
below but soon hope to submit the requested work plan.
Lustre-Cal has asked the California Environmental Protection Agency
Department of Toxics Substances Control (CAL-EPA DTSC) to transfer
the oversight for closure of the concrete tank to San Joaquin
County Public Health Services Environmental Health Division
(PHS/EHD) . From telephone conversations with Stephen Posner , a
member of Nancy Lancaster ' s staff , it appears that the DTSC is in
agreement with that request. However , Lustre-Cal has not yet
received the decision to transfer the oversight responsibilities.
Lustre-Cal and Ackel Properties are working together to agree upon
cost sharing for this project. We hope to soon have the DTSC
conclusion to transfer oversight responsibilities to PHS/EHD.
Thereafter it is Lustre-Cal' s intent to work effectively with
PHS/EHD, Ackel Properties, and a consultant to close the concrete
tank and address adjacent soils.
cwzv,
Rod Hunter
Corporate Chemical Engineer
Lustre-Cal Nameplate Corporation
c : Jim Verseput, agent for Ackel Properties
"DUALITY POEN TFCATION YOY CAN DEPEND ON•'
LOOS N6AL089Yii0
