The report was submitted with a request for comments on the adequacy of the
groundwater investigation, which is being performed prior to submittal of a Report of Waste Discharge
(RWD). The report consists of one page of text, one figure, and two tables; it is substantially incomplete
and therefore staff comments are limited by the lack of information. Regardless, the following
comments are provided:
1. The investigation was performed without allowing staff to comment on the scope of work, analyte
list, or sample locations. More information on groundwater conditions will be required to
complete an RWD submittal. The issues are further discussed below.
2. The text refers to well locations, well construction details, and the suite of analyses completed.
Staff notes that the well construction details are not included in the report, therefore we cannot
evaluate the data that was collected. There is no description of the depth that groundwater
samples were collected so it is unknown if the samples collected are representative of the water
table conditions.
3. The list of analytes is generally acceptable, however please add the following analytes in future
sampling events: trihalomethanes, boron, iron, and manganese.
4. The high coliform concentrations reported are not normally found in groundwater and are a
concern. Because coliform samples are easily contaminated and must be collected in laboratory
provided sterile sample containers, the source of the coliform may be sampling error.
5. Because no groundwater elevation or flow direction data is provided, staff cannot evaluate the
adequacy of the monitoring network. A determination on the adequacy of the network can be
provided when the flow direction is determined.
6. No surface contours are provided on the figure. Surface contours may provide important
information on the suitability of the land for wastewater application.
California Environmental Protection Agency
0 Recycled Paper
