INFORMATION SHEET
LOCKEFORD COMMUNITY SERVICES DISTRICT
WASTEWATER TREATMENT PLANT AND DISPOSAL
SAN JOAQUIN COUNTY
Lockeford Community Services District discharges an average of 220,000 gallons
per day of treated domestic waste to storage and stabilization ponds with
subsequent irrigation of feed and forage crops. Order No. 77-129 (NPDES No.
CA0079812) prescribed requirements for a discharge of a maximum of 0.22 million
gallons per day of treated effluent to Bear Creek and to land for irrigation.
However, the current and future discharges are to land only. Surface water
drainage is to Bear Creek. Enforcement Order No. 77-130 was issued for
implementation of a compliance time schedule. However, since surface water
discharge never occurred, Order No. 77-130 was no longer applicable.
Lockeford proposes to increase its flow to a maximum of 710,000 gallons per day
and proposes to convert a facultativeand to an aeration
P treatment pond via the
addition of directional aerators; convert the other facultative pond to a storage
pond; and expand the remote storage pond. The contract between Lockeford and
Albert and Marianne Warmerdam, the owners of the land used for irrigation, has
been amended to cover projected effluent flow increases.
Effluent limits of 40 mg/l for BOD and 0.2 ml/l settleable solids are intended
to prevent odors and ground water degradation. Limits are based on similar sites
and requirements. Monitoring wells are required to assess the impact of the
discharge on the ground water.
TLL:ej
