PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION "' a
r
Karen Furst, M.D., M.P.H., Health Officer -
304 East Weber Avenue, Third Floor • Stockton, CA 95202 iFsa
209/468-3420,
JAY JAHANGARI JUN 14 2001
PORT OF STOCKTON
P O BOX 2089
STOCKTON CA 95201
RE: Port of Stockton SITE CODE: 1282124
Site 3, Port Roads 13114 & G
Stockton, CA
San Joaquin County Public Health Services, Environmental Health Division (PHSIEHD) has
reviewed the"Quarterly Ground Water Monitoring Reports"dated December 27, 2000 and May
30, 2001, reviewed and approved by Philip P. Ross, R.G. for the above referenced site.
PHSIEHD staff discussed this site with Central Valley Regional Water Quality Control Board staff.
Soil contamination appears to be defined vertically but not laterally. Groundwater contamination
has not been defined laterally or vertically. Total petroleum hydrocarbon levels in the
groundwater from monitoring well MW3-2 have increased so the contaminant plume is not stable
or declining. Further site investigation is required.
The laboratory did not analyze the groundwater samples collected on September 14, 2000, until
October 3, 2000. This time period exceeds the recommended 14-day maximum holding time for
water samples to be analyzed for petroleum hydrocarbon contaminants. In the future ensure that
samples are analyzed within 14 days of their collection.
California Code of Regulations, Title 23, Division 3, Chapter 16, Section 2652 (d) requires that
quarterly reports be submitted to the CVRWQCB and PHSIEHD until the investigation and the
cleanup of the site are complete. Quarterly sampling of the monitoring wells and analysis of the
groundwater samples for total petroleum hydrocarbons and aromatic volatile organics must
continue and the results included in the quarterly report. Currently you are not sending copies of
the reports to the CVRWQCB. Please submit copies of all reports for this site to the CVRWQCB
and PHSIEHD.
Submit a work plan to investigate the lateral extent of soil contamination and to investigate the
lateral and vertical extent of groundwater contamination (this would include at least one
monitoring well screened below 40,feet from ground surface) by August 2, 2001.
If you have any questions contact me at (209)468-3449.
Donna Heran, REHS, Director
Environmental Health Division
Margaret Lagorio, Supervising REHS
Unit IV
c: CVRWQCB—Marty Hartzell
A Division of San Joaquin County Health Care Services
