r7
I. INTRODUCTION
This Report contains the Nitrate Loading/Soil Suitability Studies and design detail for the
decentralized wastewater management system, commonly referred to as a septic system, for the
project referenced on the Title Page.
This is an unusual project in which the proposed project is located within the city limits of
Stockton. Municipalities typically do not allow septic system construction within their c' limits
since there is usually access to city sewer. Consequently, a Memorandum of Understanding _
between the San Joaquin County Environmental health Department(EHD) and the City of C
Stockton was established since the EHD had the knowledge and expertise regarding se ystems.
Since the City of Stockton sewer is more than 1,000 ft away, a septic system will be allowed due to
economic hardship to connect, until City sewer arrives at this location. Stockton City Water is
available to serve this project.
These Studies also provide the EHD with their required information regarding the examination of
the underlying soil and groundwater, nitrate loading potential and design parameters in conjunction
with these findings. This report complies with San Joaquin County Development Title, Section 9-
1105.2(d).
Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an
applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist.
Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study
Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the
Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other
sections of the Checklists, but may not necessarily be referenced.
NLS§ 2.3, SSS§3.1. The subject property is located at the terminal end of the Airport Way
frontage road. There is no record of there ever having a septic system on the property and as noted,
there is no on-site well, nor a record of one ever installed on the property.
SSS§ 1.1, 1.2. The Aerial photo in Appendix A i rates he layout of the property. The SJC
District Viewer Map indicates the subject Parcel i 3.36 acres Present land use of the property is
as vacant land. Current and futur oning is City, well as' i for the General Plan. Proposed
development is to be as annabis grow production ouse/processing facili he plants
will be irrigated and ferti ize (fertigation)with a highly sophisticated sysiem-from Argus Controls
Company. The plants are watered only when determined by soil moisture monitoring and
evapotranspiration. A precise irrigation water volume is administered as required by the potted
plants to greatlyminimize drainage runoff of the irrigation water into the soil underlying the plants. C
The testing protocol has found tnhq indi en er the proposed leachfield disposal area
location to contain a predominat loam soil material possessing a slow permeability.
Page -1-
Chesney Consulting
