As stated in
your letter, a work plan must be submitted to Public Health Services, Environmental
Health Division, to investigate the vertical and lateral extent of contamination by April 1,
1998.
The four underground storage tanks located at the Port of Stockton, Road 21 and M,
were removed under the supervision of a County Inspector on May 11, 1989. Your letter
requiring a work plan to complete an investigation was dated January 15, 1998. The soil
samples collected and analyzed in May 1989, indicated very low levels of total volatile
petroleum hydrocarbons, total xylenes, and ethylbenzene associated with the tanks.
Benzene was identified in only one soil sample collected beneath some piping at a
concentration of 0.55 milligrams per kilogram(mg/kg).
The Port of Stockton is in the process of applying to the California Petroleum
Underground Storage Tank Cleanup Fund (Cleanup Fund) for the above referenced tank
site. Because this is a time consuming process and because the Port must obtain a
minimum of three bids to prepare a work plan, an extension is requested. With your
concurrence, the Port requests that the submittal date for the investigation work plan be
extended from April 1, 1998 to June 30, 1998. This extension of time will allow the Port
to apply to the Cleanup Fund, and obtain the appropriate work plan bids and submit the
selected bid to the Cleanup Fund for pre-approval.
GENERAL OFFICE: 2201 W.
