WORK PLANFOR <br /> INITIAL SUBSURFACE INVESTIGATION OF <br /> PETROLEUM HYDROCARBONS <br /> SITE NO. 5 (SITE CODE 1237) <br /> PORT OF STOCKTON <br /> Near Port Roads 21 and N <br /> Stockton, San Joaquin County, California <br /> 1.0 INTRODUCTION <br /> This work plan has been prepared by Boyajian & Ross, Inc. (B&R) at the request of Mr. Jay <br /> Jahangiri, Manager of Environmental and Regulatory Affairs of the Port of Stockton (Port). <br /> The Port removed 4 underground storage tanks (USTs) from this site (Figure 1) on May 11, <br /> 1989. Analyses of soil samples collected from beneath these tanks, along associated product <br /> pipelines, and from beneath a former dispenser area indicated detectable levels of,petroleum <br /> hydrocarbon compounds (PHCs). Based on these findings, a "Notice of Responsibility" was <br /> issued to the Port by San Joaquin County Public Health Service, Environmental Health <br /> Division (PHS/EHD) on January 15, 1998. The letter accompanying the Notice requested a <br /> work plan to investigate the lateral and vertical extent of contamination at the site. This work <br /> r plan is in response to that request. <br /> i. 4 <br /> 2.0 SITE BACKGROUND <br /> This section presents the site description, summarizes previous site characterization work, and <br /> briefly summarizes the geologic and hydrologic characteristics of the site. Copies of pertinent <br /> background documents, such as the "Notice of Responsibility," "Application for Permit to <br /> Close," PHS/EHD "Tank Inspection Report," the tank removal contractor's notes, and the <br /> analytical laboratory results, are included in Appendix A. <br /> 2.1 SITE DESCRIPTION <br /> The site is located in the southeast portion of the Port of Stockton complex, about 350 feet <br /> north of PortRoad N, and about 250 feet east of Port Road 21.
