L. INITIAL SUBSURFACE INVESTIGATION OF PETROLEUM HYDROCARBONS SITE NO. 4 (SITE CODE 1282-10) PORT OF STOCKTON Near Port Roads 21 and K Le Stockton, San Joaquin County, California L. L. 1.0 INTRODUCTION L This report has been prepared by Boyajian & Ross, Inc. (B&R) at the request of Mr. Jay Jahangiri, Director of Environmental and Regulatory Affairs of the Port of Stockton (Port). The report presents activities and findings of soil and groundwater sampling near a former L. underground storage tank (UST) located near Port Roads 21 and K (Figure 1). The sampling was conducted in general accordance with the "Work Plan for Initial Subsurface Investigation of Petroleum Hydrocarbons," dated June 30, 1998, and a Work Plan Addendum dated July Lo 15, 1998 (hereafter collectively referred to as the "Work Plan"). The Work Plan was approved by San Joaquin County Public Health Service, Environmental Health Division (PHS/EHD) on July 15, 1998. A boring permit was approved by PHS/EHD on July 28, 1998. The Port removed a UST at this site on July'15, 1991. Analyses of one of the two soil 4• samples collected from beneath the tank indicated a detectable level of benzene, a petroleum hydrocarbon compound (PHC). Based on these findings, a "Notice of Responsibility" was issued to the Port by PHS/EHD on March 25, 1998. The letter accompanying the Notice V requested a work plan for investigation of the lateral and vertical extent of contamination at the site. The purpose of this report is to present the results of the investigation and to comply with La the requirements of the "Notice of Responsibility." The report reviews the background and project history at the site, summarizes the activities and findings of the soil and groundwater sampling, and provides recommendations for the closure of the site with no further investigation and/or remedial action necessary.
