L. <br /> INITIAL SUBSURFACE INVESTIGATION OF <br /> PETROLEUM HYDROCARBONS <br /> SITE NO. 4 (SITE CODE 1282-10) <br /> PORT OF STOCKTON <br /> Near Port Roads 21 and K <br /> Le Stockton, San Joaquin County, California <br /> L. <br /> L. 1.0 INTRODUCTION <br /> L This report has been prepared by Boyajian & Ross, Inc. (B&R) at the request of Mr. Jay <br /> Jahangiri, Director of Environmental and Regulatory Affairs of the Port of Stockton (Port). <br /> The report presents activities and findings of soil and groundwater sampling near a former <br /> L. underground storage tank (UST) located near Port Roads 21 and K (Figure 1). The sampling <br /> was conducted in general accordance with the "Work Plan for Initial Subsurface Investigation <br /> of Petroleum Hydrocarbons," dated June 30, 1998, and a Work Plan Addendum dated July <br /> Lo 15, 1998 (hereafter collectively referred to as the "Work Plan"). The Work Plan was <br /> approved by San Joaquin County Public Health Service, Environmental Health Division <br /> (PHS/EHD) on July 15, 1998. A boring permit was approved by PHS/EHD on July 28, 1998. <br /> The Port removed a UST at this site on July'15, 1991. Analyses of one of the two soil <br /> 4• samples collected from beneath the tank indicated a detectable level of benzene, a petroleum <br /> hydrocarbon compound (PHC). Based on these findings, a "Notice of Responsibility" was <br /> issued to the Port by PHS/EHD on March 25, 1998. The letter accompanying the Notice <br /> V requested a work plan for investigation of the lateral and vertical extent of contamination at the <br /> site. The purpose of this report is to present the results of the investigation and to comply with <br /> La the requirements of the "Notice of Responsibility."
