Ms. Carol Oz
August 26, 1998
Page 2
8260 on all samples. Mr. Ross indicated that it would be difficult at this point to change the
analytical program. You noted that if the analyses were not done now, SJCPHS/EHD might
require further sampling and analyses at a later date.
With regard to analysis of all samples utilizing EPA 8260, the Port of Stockton's work
plans were developed with consideration of the data already collected at the sites as well as the
age, removal dates, and contents of the tanks. On or about July 1998, we met with both you
and Ms. Margaret Lagorio and discussed in detail each work plan for the site. No mention
was made at that time.of any_,concerns regarding the analytical-program.—Addenda-.to the work ;
plans were prepared, submitted, and approved by your office, and you were onsite during the
field work as the samples were being prepared and the chains-of-custody filled out. Again, no
mention was made of concerns with the analytical program.
Our program was submitted in good faith and we believe that the program as presented
is technically sound and will yield the information needed to make informed technical
decisions on each site. As such, we intend to proceed with the analytical program that was
detailed in the approved work plans for the site.
In closing, I would like to emphasize that the Port would like to continue to partner {J
with the SJCPHSIEHD in order to complete this project expeditiously.
