As stated in your letter, a work <br /> plan must be submitted to Public Health Services, Environmental Health Division,to investigate <br /> the vertical and lateral extent of contamination by March 21, 1998. <br /> A 2,000-gallon steel underground storage tank, located at Port Road 21 and West Washington <br /> Street, was removed under the supervision of a County Inspector on July 15, 1991. Your letter <br /> requiring a work plan to complete an investigation was dated March 25, 1998. No odor or <br /> discolored soil was identified to a depth of 11.5 feet below ground surface and no groundwater was <br /> encountered. Soil samples were collected at the north-end of the tank excavation at about 11.5 feet <br /> and at the south-end of the tanks excavation at the same depth. Benzene was identified in only one <br /> soil sample at a concentration of 2.4 milligrams per kilogram (mg/kg). No other petroleum <br /> hydrocarbon constituents were identified. <br /> The Port of Stockton is in the process of applying to the California Petroleum Underground <br /> Storage Tank Cleanup Fund(Cleanup Fund)for the above referenced tank site. Because this is a <br /> time consuming process and because the Port must obtain a minimum of three bids to prepare a <br /> work plan, an extension is requested. With your concurrence,the Port requests that the submittal <br /> date for the investigation work plan be extended from March 21, 1998 to June 30, 1998. This <br /> extension of time will allow the Port to apply to the Cleanup Fund, and obtain the appropriate <br /> work plan bids and submit the selected bid to the Cleanup Fund for pre-approval. <br /> Please let us know, at your earliest convenience, if the extension from March 21 to June 30, 1998 <br /> for submittal of the investigation work plan is acceptable for this tank site. <br /> Sincerely, <br /> Tim Loveland <br /> GENERAL OFFICE: 2201 W.
