Roth Road, Lathrop, San Joaquin County <br /> CONTACTS ) : Mrs. Betty Cenbrano, Vice President and Manager <br /> INSPECTION DATE : 7 December 1982 <br /> INSPECTED BY : Robert S. Jones <br /> ACCOMPANIED BY : <br /> OBSERVATIONS AND COMMENTS: <br /> In mid-October, the Hazardous Waste Management Branch (HWMB) notified us by letter <br /> that H&M Transport was suspected of discharging toxic materials to an unregulated <br /> wastewater disposal pond. The letter points out that preliminary investigation <br /> reveals the presence of valeric and caproic acids in the pond. The acids are <br /> strong irritants to tissue and slightly soluble in water. Both are used as flavor <br /> additives or intermediates in food processing. <br /> On 7 December 1982, I met with Mrs. Cenbrano at her office to discuss and inspect <br /> H&M's wastewater disposal operations. She described H&M as a trucking firm which <br /> provides transportation services to feed supplement and fertilizer companies. Two <br /> years ago, when H&M was developing the site, San Joaquin County Department of <br /> Public Works, as a condition for the use permit, required the company to install <br /> a washdown facility and containment pond for wastewater and storm water runoff. <br /> However, we do not have requirements nor prior knowledge of the disposal pond. <br /> Thus, I took the opportunity to advise Mrs. Cenbrano of the need to file a Report <br /> of Waste Discharge with this office. <br /> Inspection revealed that the disposal system of the facility consists of one large <br /> oxidation pond. This estimated 0.3 acre pond was near storage capacity with <br /> approximately 18 inches of freeboard remaining. The black color and foul odor of <br /> the wastewater was an indication that it had gone septic. <br /> I asked Mrs. Cenbrano whether the pond would provide enough storage capacity for <br /> the balance of the upcoming wet season . She assured me that there is adequate <br /> capacity and surface discharges are unlikely with present disposal practices. <br /> When questioned about the discharge of toxic materials to the pond., I was told that <br /> it is not H&M's policy to permit the disposal of such waste on-site. <br /> INSPECTION SUMMARY: <br /> My inspection found that H&M Transport, Inc. , was properly handling and disposing <br /> of wastewater at this subject site. However, the discharge of wastewater to the <br /> pend without waste discharge requirements issued by our Board is a violation of <br /> Section 13260 of Article 4, Chapter 4, Division 7 of the Water Code. <br /> 1 <br /> RSJ/gs ROBERTS. veangi`n e�r* <br /> REVIEWED BY: .
