Roth Road
Stockton, CA
CONTACT: Ms. Betty Cenbrano
Vice President & Manager
STAFF
RESPONSIBLE: Ayn Schmit
Judith Henley
HISTORY AND PROBLEM:
H&M Transport is a trucking firm which operates fifteen trucks for the
purpose of hauling feed supplements and fertilizers, including molasses,
UN-32 fertilizer, phosphoric acid and nitric acid.
H&M has been operating at this site for two years. Prior to start-up,
San Joaquin County, Department of Public Works required the company to
install a washdown facility and containment pond for waste water. However,
H&M does not have Waste Discharge Requirements from the Regional Water
Quality Control Board (RWQCB) and RWQCB has no knowledge of the ponds.
San Joaquin County Health Department received two compleaints (from ananymous
sources) that H&M was permitting the discharge of hazardous wastes to their
pond (6-2-82, 6-22-82) . The complaints were then forwarded to the Abandoned
Site Project (ASP) office in San Joaquin County. In response to the complaints
ASP staff sampled the ponds on June 24, 1982.
Analysis of the samples indicate the presence of valeric and caproic acids.
Both are strong irritants to tissue and both are slightly soluable in water.
The acids are used as flavor additives or intermediates in food processing.
Although the California Administrative Manual does not establish contamination
limits for these subptances, the following toxicity data are available from
literature reference's.*
*Toxicology data obtained from: Hawley, Gessner G. , "The Condensed Chemical
Dictionary", Minth Edition 1977. Sax, N. Irving, "Dangerous Properties of
Industrial Materials", Fifth Edition, 1979.
