The location and layout of the Site are
California depicted in Figures 1 through 3.
Environmental PUBLIC COMMENT PERIOD:
Protection Agency 26 October through 25 December 2022 (60 days)
Yana Garcia
Secreta.T of the CASE SUMMARY:
Environment
In 1991 four petroleum underground storage tanks (USTs) were
removed from the Site, though based on soil samples collected
beneath the USTs, San Joaquin County Environmental Health
Department (SJCEHD) staff determined that no leak had occurred
Water Boardsfrom the USTs.
State Water Resources
Control Board Wastewater retention ponds on the Site property were formerly used
E. Joaquin Esquivel, to contain rinse water generated during the washing of large transport
Chair trucks. Between 1985 and 1995 various samples were collected from
the ponds to assess the impact to soil from the wash water. Soil
impact in the ponds consisted primarily of petroleum hydrocarbons. In
Regional Water Quality 1995, 2,700 cubic feet of soil was excavated from the ponds, spread
Control Board, 1-foot thick on plastic sheeting on the ground, and periodically
Central Valley Region tilled/mixed to allow for oxygenation to aid in the natural break-down of
Mark Bradford, hydrocarbons. After oxygenation/mixing of the removed soil was
Chair complete, final confirmation samples of the soil indicated that most of
the soil contained only low levels of remaining petroleum
hydrocarbons. At that time, SJCEHD staff a!!owed the property owner
to place the soil back into the excavation and determined that no
Contact: further action was required in relation to the ponds.
Alan M. Buehler As part of a nearby army depot case, the Department of Defense
Central Valley Regional
Water Quality Control (DoD) sampled 15 potable water supply wells in the area, including
Board one on the H&M Transport property. DoD sampled these wells
routinely from 1993 until between 2008 and 2021. Several of these
(916) 464-4615 wells historically contained the petroleum hydrocarbon
alan.buehler(a), 1,2-dicholorethane (1,2-DCA). However, with the exception of the
waterboards.ca.gov H&M Transport well, all of these wells no longer contain 1,2-DCA.
Additionally, 1,2-DCA concentrations in the H&M Transport well are
currently below the drinking water limit for 1,2-DCA established by the
State of California.
