• 1 EXECUTIVE SUMMARY <br /> Versar, Inc. (Versar) has completed a Preliminary Assessment/Site Investigation (PA/SI) of three <br /> areas potentially having areas of environmental impairment at the California Army Nationsal <br /> Guard (CA ARNG) facility in Stockton, California(Site). The PA/SI was performed at the <br /> request of the California Regional Water Quality Control Board- Central Valley Region, <br /> Sacramento(CVRWQCB). <br /> The PA/SI activities included review of documents, interviews with CA ARNG personnel, and <br /> physical and geophysical site observations and investigations of the Army Aviation Support <br /> Facility (AASF),the Combined Support and Maintenance Shop (CSMS) and Operation and <br /> Maintenance Shop (OMS) areas at the Stockton CA ARNG facility. The PA/SI investigations <br /> were performed to assess if CA ARNG operations and activities at the three facilities have <br /> resulted in impairments of the shallow subsurface environment, and the creation of potential <br /> health risks to Site users. The PA/SI was performed in accordance with a work plan prepared by <br /> Versar, and approved by the CVRWQCB. <br /> Versar found actionable concentrations of petroleum hydrocarbons and metals in soil at facilities <br /> associated with the CSMS and OMS operational areas. The concentrations of constituents of <br /> concern (COC) do not appear to be hazardous or present an immediately dangerous condition. <br /> The actionable COCs appear to be related to operations and activities associated with motor fuel <br /> and waste motor oil. A geophysical survey was conducted in an area associated with CSMS <br /> • operations, located east of the Armory building. The survey was conducted to investigate reports <br /> of buried canisters of tear gas in this area. Subsurface anomalies that could represent buried <br /> metallic canisters were located by remote sensing geophysical techniques in the survey area. <br /> Areas of subsurface environmental impairment were located during the PA/SI. The identified <br /> impairments are not believed to present an immediate risk to human health or the environment, <br /> but should be further evaluated to determine if cleanup is required. With respect to potentially <br /> buried canisters of tear gas, a work plan should be prepared for safely exposing, identifying, and <br /> removing the located objects. <br /> 2187-01/3134100/MAY26'00 11 <br />
