1 .0 INTRODUCTION <br /> Cal Tank Testing and Repair Company (CTT) completed all work <br /> ' and furnished all labor, materials, tools, equipment, and services <br /> necessary to properly remove three underground steel tanks and one <br /> t concrete vault tank (UST's) on AT & SF Railway Company (AT & SF) <br /> property in Stockton, California (Plate 1). Plate 2 shows where the <br /> tanks and vault were located on the site. Removal procedures were <br /> ' conducted in accordance with applicable requirements stipulated by <br /> the County of San Joaquin, Environmental Health Division, San <br /> ' Joaquin Local Health District. <br /> Tank-removal field work initiated on December 12, 1987, and <br /> was completed by January 8, 1988. Appropriate removal and <br /> disposal permits were obtained and approved by the County of San <br /> ' Joaquin, San Joaquin Local Health District, prior to initiating the <br /> field work. Overall project management was provided by CTT. Tank- <br /> cleaning and haul-off services were provided by Erickson, Inc., of <br /> ' Richmond, California. Soil sampling and environmental services <br /> (i.e., final report generation) were provided by LOK Environmental, <br /> Inc., of Ventura, California. Copies of pertinent documentation <br /> including permits, notifications, receipts, and manifests are <br /> provided in Appendix A. <br /> ' The contents of this report include a description of the <br /> ' procedures followed for the removal of the UST's. Field <br /> observations and results of laboratory analysis for tank-excavation <br /> and soils samples are also described. A discussion of the project <br /> ' findings and interpretations is included at the end of the report <br /> along with recommendations for potential followup work. <br /> 2.0 TANK-SITE DESCRIPTION <br /> The site is located on the east side of Southern Pacific track <br /> near the intersection of Union Street and Scotts Avenue in Stockton <br /> ' (Plate 1). Access to the site was through the yard of Valley Welding <br /> Supply, 1033 E. Scotts, and through the property of Lanny R. Williams <br />
