' 0 <br /> The concrete vault (tank #1) was broken out and razed by use of <br /> ' a rapid ram mounted on a tractor. Six by six-foot openings were <br /> first made in the top of both ends of the vault to allow greater <br /> access to the vault interior. The rapid-ram then broke out 2' by 2' <br /> openings in the floor of the vault through which soil samples were <br /> collected prior to the demolition of the vault. The rapid ram was <br /> ' also used to breakout the foundation above tank #4. <br /> ' 3.3 Dry Ice Tanks <br /> Each tank was purged of vapors with dry ice for on-site <br /> inerting of tank prior to removal from the site. A minimum of 15 <br /> lbs. of dry ice per 1000 gals. tank volume was deposited through the <br /> ' tank openings. The dry ice was allowed to vaporize for a minimum <br /> of one hour to achieve sufficient venting of all vapors from the <br /> tanks. <br /> 3.4 Official Inspection/Approval <br /> ' On-site inspection and approval to remove the tanks from the <br /> excavation/vault was conducted by Mr. William R. Snavely, R.S., and <br /> Mr. Harlin D. Knoll, R.S., of the San Joaquin Local Health District, and <br /> Mr. Andre O'Neal of the Stockton Fire Department.. Mr. Snavely <br /> ' arrived at the site on the morning of January 5, 1988 to view the <br /> exposed tanks. Following physical inspection of the tanks and the <br /> below grade vault, Mr. Snavely approved the removal of these tanks <br /> ' after ensuring that proper vapor-purging procedures had been <br /> followed. Mr. Snavely and a representative of the Stockton Fire <br /> ' Department, were present to witness tank liftouts and soil <br /> sampling. Mr. Snavely approved the removal and transfer of tanks <br /> #1 , #2, and #3. Mr. Knoll approved the removal and transfer of tank <br /> ' #4.. The Stockton Fire Department also witnessed the removal of <br /> the tanks. These procedures occurred from January 5 through <br /> January 8, 1988. <br /> 3.5 Tank Liftouts <br /> The steel tanks were lifted out of the excavation with a crane. <br /> Tank #1 , the concrete vault, was razed with the rapid ram. The <br /> ' concrete was placed into end-dump containers. Concrete breakout <br /> was then removed from the site. <br /> 4 <br />
