} k
t
1
i
SKLEINFELDER
' October 27, 1988
File: 24-1140-41
Ms. Laurie Cotulla
San Joaquin Local Health District
Environmental Health Department
1601 E. Hazelton Avenue
Stockton, CA 95203
Dear Ms. Cotulla:
Enclosed is a`copy of Kleinfelder's work plan describing the procedures for assessing the
baseline water quality beneath the Harvest Glen Subdivision, Tracy, California. This work
plan was originally sent to your office during the week of September 12, 1988, with a signed
release of information form from our client, The Jonathan Group. Originally the work
plan was going to be sent to Mr. David Carls for review, but because no hazardous waste
was involved in the project, it was sent to Mr. Doug Wilson. During a telephone
conversation with Mr. Wilson, prior to September 12, 1988, Mr. Wilson said that the review
process should not take very long because the project would not involve an investigation of
known or suspected hazardous waste.
A copy of this proposal and the release of information form should be in your office. When
I spoke with Ms. Diane Hensen on October 26, 1988, she said she was unable to find the
work plan and requested that another work plan be resubmitted to you. Because the scope
of work does not involve an investigation of a known or suspected hazardous waste
condition, but is only intended to monitor existing water quality at the undeveloped
property, and this work plan was originally submitted the week of September 12, 1988, we
believe the normal 60 day review, process is not warranted. We would appreciate a
response to your review within 10 working days of receipt of the work plan.
Thank you for your prompt response. If you have any questions, please call me.
i;
Sincerely,
KLEINFELDER, INC.
Stephen S.
