The work plan was prepared by Geomatrix Consultants, Inc. (Geomatrix)
on behalf of Chevron Pipe Line Company (CPL). The work plan provides a description of
the proposed approach that will be utilized in preparing the Refined Risk Evaluation for the
Alden Park area. As described in the work plan, the approach has been discussed with both
the California Regional Water Quality Control Board and the Department of Toxic
Substances Control in various meetings. The results of the Refined Risk Evaluation will
help guide CPL'S future actions in the Alden Park community.
The DTSC has requested, during various conversations with Mr. Greg Brorby of
Geomatrix, that a more thorough evaluation of the potential health risks associated with the
visible oily tar-like residue that has historically seeped to the surface in the Alden Park area
be conducted. An ongoing"seep removal"program has been established by CPL to
minimize exposure to the tar-like material. In conjunction with this program, CPL proposes
to perform a quantitative evaluation of potential risks associated with short term,
inadvertent exposures to the tar-like material. The methods required for this evaluation are
currently being developed by Geomatrix and will be discussed with the DTSC prior to
implementation. As discussed with DTSC, this evaluation will be presented as a separate
deliverable in addition to the Refined Risk Evaluation.
