Box 5059 <br /> San Ramon, CA 94583-0959 <br /> SOIL AND GROUND WATER CONTAMINATION, CHEVRON ALDEN PARK <br /> PROPERTY, TRACY, SAN JOAQUIN COUNTY <br /> I have reviewed your 15 July 1996 letter regarding the Alden Park site in Tracy. According to <br /> the letter, the site characterization report will be submitted by 15 September 1996. Please <br /> include in the report your recommendations for further investigation and/or remediation. <br /> Your letter also states that Chevron is preparing a risk evaluation work plan which will <br /> document the approach Chevron intends to take to determine the need for further action based <br /> on protection of human health. As you know, the Board is concerned with protection of the <br /> State's water resources. The issues regarding protection of human health are not within our <br /> regulatory framework but instead are handled by the Department of Toxic Substances Control. <br /> The need for remedial action, according to the Board, will be based upon the threat any <br /> contaminated soils pose to the ground water below the site. Soil leachability studies are one <br /> way to determine the potential threat to water quality. Therefore, your risk evaluation work <br /> plan should address this issue and propose specific sampling protocols to determine the threat, <br /> if any, that the contamination at the site poses to ground water. If ground water is already <br /> degraded, appropriate remedial action may also need to be implemented to return the water to <br /> background quality. <br /> According to your letter, the risk evaluation work plan is to be submitted by 15 September <br /> 1996.
