This document will be referred to <br /> as the "site characterization work plan" and is the subject of <br /> this memo. <br /> Scope of Review <br /> The site characterization work plan was reviewed for <br /> scientific content . Minor grammatical or typographical errors <br /> that do not affect the interpretation have not been noted. <br /> However, these should be corrected in the final version of the <br /> document . <br /> General Comments <br /> According to this workplan, the site was used for storage of <br /> locomotive fuel in a large, concrete-lined, in-ground reservoir <br /> from the late 20' s to the late 50' s . The reservoir was shut <br /> down and the concrete edges of the reservoir were pushed in and <br /> the remainder of the reservoir was covered with fill material . <br /> Housing was subsequently built on the "edges" of the old <br /> reservoir and a circular park was located on top of the <br /> reservoir. Tar seeps have been observed at the site over the <br /> past several years . CPL would like a risk assessment to be <br /> conducted to determine whether or not a human health risk is <br /> posed by the petroleum contamination. Constituents of <br /> peteroleum have been detected in samples from ground water <br /> monitoring wells. GM is proposing a sampling plan to determine <br /> the concentrations in the soil for the risk assessment . <br /> Specific Comments <br /> 1 . Populations And Pathways Of Potential Concern <br /> The conceptual model for the risk assessment (Fig. 6) <br /> appears to include the likely populations and relevant pathways <br /> for this site . <br />
