From 1928 until 1957 the site contained a locomotive fuel storage reservoir owned by <br /> Chevron Pipe Line Company (Chevron). This facility consisted of a concrete-lined circular oil <br /> storage reservoir 528 feet in diameter with a storage capacity of 750,000 barrels (31 million <br /> gallons). The reservoir was closed in 1957, and by 1962 the facility had been dismantled and the <br /> area backfilled. During the 1960's and early 1970's the surrounding area was used as farmland. In <br /> the late 1970's the site was developed as residential housing with a park (Alden Park) on top of the <br /> area where the old storage reservoir had been. <br /> In the spring of 1986, a homeowner adjacent to the eastern perimeter of Alden Park uncovered <br /> concrete and subsurface oil. As a result, in October 1986 Kennedy/Jenks/Chilton completed an <br /> Initial Phase I Site Assessment for Chevron as directed by us and the City of Tracy. Thirteen soil <br /> borings and one monitoring well (MW-1/KJC) were drilled. Oil was observed in all the soil borings <br /> except two, and lab analyses of samples from eight of the borings showed oil and grease <br /> concentrations ranging from 70 to 1,900 ppm. The soil samples contained only minor amounts of <br /> metals. The following polynuclear aromatic hydrocarbons (PNAs) were identified in boring Bll at <br /> a depth of 1.5 feet: <br /> PNA Concentration (ppm) <br /> Acenapthene 15,000 <br /> Napththalene 40,000 <br /> Chrysene 15,000 <br /> Anthracene 18,000 <br /> Fluorene 17,000 <br /> Phenanthrene 47,000 <br /> Pyrene 28,000 <br /> 2 methylnapthalene 110,000 <br /> M <br />
