No further work has been done to clean up the <br /> floating oil on the ground water. <br /> In addition to the liquid hydrocarbon recovery evaluation, in the summer of 1988 Chevron began <br /> conducting a bioventing test to determine if the technology would be useful in mitigating the <br /> hydrocarbon problem. In a letter dated 11 February 1993 from Ms. Susan A. Robinson with <br /> Chevron, she said they were currently assessing the performance of the bioventing system operating <br /> in the park and although it has been somewhat successful at biodegrading a portion of the oil its <br /> performance has not been encouraging. She also stated that they would continue to operate the <br /> bioventing system to collect further data to evaluate its effectiveness. I think five years is a <br /> sufficient amount of time to evaluate a bioventing test and Chevron should move ahead in mitigating <br /> the hydrocarbon problem at this site. <br /> In reviewing this site, I had discussions with Mr. Chris Mina, an engineer with the City of Tracy <br /> and Ms. Megan Cambridge and Ms. Chris Parent both with the Department of Toxic Substances <br /> Control. All of these people were interested in the cleanup of this site. In addition, I had a phone <br /> conversation with Mr. Pat Hughes of Chevron discussing the site and their plans. Mr. Hughes said <br /> they plan to do the annual ground water sampling in September and would schedule a meeting with <br /> us in October to discuss the site and propose ideas to remediate the contamination. Mr. Hughes also <br /> proposed performing a risk assessment. <br /> At this point, I think it is important for Chevron Pipe Line Co. to proceed and remediate the <br /> contamination at this site. They need to expand the bioventing system to clean up the entire site, or <br /> propose other cleanup methods.
