Scott Mansholt PERMIT/SERVICES <br /> Chevron Environmental Management Company <br /> 6001 Bollinger Canyon Road <br /> Rm K2066 <br /> San Ramon, California 94583-2324 <br /> REVIEW—ADDENDUM TO MONITORING WELL DESTRUCTION WORKPLAN,ALDEN <br /> PARK, TRACY, SAN JOA QUINCOUNTY <br /> Central Valley Regional Water Quality Control Board staff has reviewed the referenced document for <br /> destruction of an out of service unnamed vacuum remedial well located adjacent to a building previously <br /> used to contain bio-venting equipment. The report, dated 21 March 2006, was submitted by Science <br /> Applications International Corporation (SAIC) on behalf of Chevron. According to SAIC staff,use of <br /> the vacuum well and associated building(installed in late 1987 or early 1988) was last utilized in latter <br /> 1994 or early 1995 and has not been used since that time. <br /> The vacuum well and four monitoring wells (MW-1/KJC, MW-2, MW-13 and MW-17) located at <br /> Chevron's Alden Park project site will be destroyed in accordance with the workplan for this task <br /> approved by Regional Board staff on 31 January 2006. It is our understanding that a well destruction <br /> permit from the San Joaquin County Environmental Health(SJCEHD) is required. <br /> We have the following comments to the addendum report: <br /> • The historical documents indicate there is a 3-inch PVC vent pipe between the vacuum well and <br /> the bio-vent building. The proposal did not indicate if the 3-inch PVC vent line approximately <br /> 15-feet in length and the well vault will be removed during the well destruction and building <br /> demolition. hi order to eliminate uncertainties in the event future excavations occurs in this area, <br /> the PVC line and well vault should be removed. <br /> • During our review of the addendum report, SJCEHD staff contacted this office and stated one of <br /> their conditions for approval of Chevron's Alden Park well destruction permit was that any <br /> equipment, piping, utility lines, etc. that are associated with the vacuum well must be removed. <br /> We concur with the amended workplan to destroy the vacuum well provided our comments outlined <br /> above are addressed and the destruction process is consistent with the SJCEHD requirements. <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br />
