Based on review of these documents, Chevron anticipates that the City of Tracy's contractor may encounter petroleum hydrocarbon affected soil during project construction activities. As you are aware, Alden Neighborhood Park is situated directly over the site of a historical reservoir that contained Bunker C fuel oil. Chevron initiated an assessment of subsurface conditions in 1986. This investigation was completed in 1996. Subsequently, a health risk assessment (HRA) was performed to evaluate the potential human health risks associated with the presence of chemicals in the subsurface. The Department of Toxic Substances and Control reviewed this study and concurred that residual petroleum hydrocarbons in soil are below concentrations that would constitute an unacceptable risk to human health or the environment. Enclosed is a copy of the soil management plan for the Alden Park site. This document is intended as a guideline for the handling, reuse, and disposal of soil affected by residual Bunker C fuel oil that may be encountered during project construction activities. Chevron requests to be informed when the contractor for the project has been selected and to be provided with the selected bidder's contact information. In addition, Chevron requests to be notified of future City of Tracy projects within the Alden Neighborhood Park area.
