== FILE COPY
From Science to Solutions
HPP-BTR OVP MP#215.5
Alden Park
Reports
Accession#06102.20110720.001
August 1, 2011
Michael Oliphant
En
Environmental Project Manager
Chevron Environmental Management Company
P.O. Box 6012 O 2
San Ramon, California 94583
Subject: Well Vault Replacement Work Plan
Alden Park
Tracy, California
Dear Mr. Oliphant:
SAIC Energy, Environment& Infrastructure, LLC (SAIC),prepared this work plan for
the Alden Park(Site) at the request of Chevron Environmental Management Company
(CEMC). The Site is a former Bunker C fuel-oil reservoir that was associated with the
former Old Valley Pipeline (OVP) system. The reservoir was emptied, cleaned, and
decommissioned after OVP operations ceased in 1957. The Site is currently used as a
public park, and is surrounded by a residential neighborhood.
PROPOSED SCOPE OF WORK
Monitoring wells at the Site were installed during the 1987 site investigations activities,
and were completed with non-standard well vaults that are not water tight and are less
secure than standard monitoring well vaults (see Attachment A, Photographs 1 and 2).
SAIC proposes to perform maintenance on two wells and replace 14 well vaults with
standard Emco-Wheaton monitoring well vaults (see Attachment B). SAIC will also
repair damage to the MW-6 well casing. All work will be conducted in accordance with
San Joaquin County well standards.' All the well locations at the Site are shown on
Figure 1, with the well vault replacement locations indicated.
In order to execute the scope of work, SAIC proposes to conduct the following activities:
• Mark well vault replacement locations for Underground Service Alert(USA), and
notify USA at least 48 hours in advance, as required by law.
• Subcontract Cruz Brothers Locators, a private utility locator, to clear the site for
any potential overhead and underground hazards and/or other potential obstacles.
I.
