Brent <br /> Water Resources Control Engineer <br /> California Regional Water <br /> Quality Control Board <br /> Central Valley Region <br /> 3443 Routier Road <br /> Sacramento, California 95827-3098 <br /> Dear Mr. Brent: <br /> The attached report documents our mitigation plan for the <br /> Alden Park area of Tracy, California. We discussed this plan <br /> with you on September 13. <br /> In our work to date, we have planted trees and removed oil seeps. <br /> We have also conducted field tests of liquids pumping, biovent- <br /> ing, and a combination of the two processes. <br /> Our mitigation objective is to remove the nuisance of flowing oil <br /> to the residents. Our field tests indicate that a combination of <br /> liquids pumping and bioventing is an effective technology to meet <br /> that objective. We will also work with you to develop a plan to <br /> monitor water quality. <br /> Mitigation will begin in 1989 with the existing well. A full- <br /> scale system will be installed in 1990.
