G� <br /> GEOMATRIX <br /> SOIL MANAGEMENT PLAN <br /> Alden Park <br /> Tracy, California <br /> 1.0 INTRODUCTION <br /> Geomatrix Consultants, Inc. (Geomatrix), has prepared this soil management plan on behalf of <br /> Chevron Environmental Management Company(Chevron) to address issues associated with <br /> residual petroleum hydrocarbons in soil at the Alden Park site(the"Site") in Tracy, California <br /> (Figure 1). Future planned activities in the Alden Park area include infrastructure (sewer and <br /> storm drain) improvement activities. During these or any other unforeseen activities, soil <br /> affected by degraded Bunker C fuel may be encountered primarily between 5 and 8 feet below <br /> ground surface (bgs)beneath the Alden Park area. The potential health risks associated with <br /> exposure to the chemicals of potential concern(COPC) in the subsurface were evaluated by <br /> comparing the measured concentrations of the COPCs to concentrations that are believed to be <br /> protective of human health, including sensitive populations; the latter are also referred to as <br /> ' "refined soil screening levels". A comparison of the refined soil screening levels to the <br /> concentrations of COPCs in both non-residential and residential areas of the Site indicated that <br /> exposure to petroleum hydrocarbons present in Site soil should not result in unacceptable <br /> health risks. The California Environmental Protection Agency,Department of Toxic <br /> Substances Control (DTSC)has reviewed the Site data and the refined soil screening levels, <br /> ' and has concurred with this conclusion. <br /> The soil management plan is intended as a guideline for the handling, reuse, and disposal of <br /> soil affected by the degraded Bunker C fuel oil that may be encountered or excavated during <br /> Site development, improvement, or maintenance activities. If oil-affected soil is encountered, <br /> ' Chevron should be contacted as soon as practicable to provide consultation regarding the final <br /> disposition or reuse of the soil. Options for the reuse of oil-affected soil are outlined later in <br /> this document.
