This Work Plan
describes the procedures for the first phase of the mitigation
and the groundwater monitoring.
Permits and Procedures
Permits
Chevron will obtain all of the necessary permits from the city of
Tracy and other regulatory agencies. These permits will include
an Operating Agreement and a Conditional Use Permit with the city
of Tracy, as well as a variance from the San Joaquin Air
Pollution Control District. We look forward to continuing our
good working relationship with these agencies.
Procedures
1 . Work at the site will begin no earlier than 7 : 00 a.m. and
continue no later than 7 : 00 p.m. All construction equipment will
be stored overnight at a secure staging area. In the past we
have worked with the City Public Works facility on Tracy
Boulevard.
2 . We will check with the city of Tracy and Underground Service
Alert (USA) before proceeding with any excavations . This will
ensure that underground lines are protected.
3 . All excavated oily dirt will be placed on plastic sheets, or
immediately in trucks. Oily dirt will be removed by Chevron on
the same day. Total excavations are expected to be less than 50
cubic yards (about four trucks) .
4 . All surfaces disturbed by excavations or other activities
will be returned to the original state by sodding, repaving, or
other appropriate measures.
5 . Any equipment that becomes contaminated with oil will be
thoroughly cleaned to prevent the transfer of oil to other
locations.
6 . During excavation work, we will monitor the breathing zone of
workers for hydrocarbon vapors . If the concentration exceeds
200 ppm, then we will use appropriate respiratory protection.
Based on the site assessment work and the our experience from the
previous work plan, we do not expect to encounter high concentra-
tions of hydrocarbon vapors. These procedures are described in
detail in the section on health and safety.
7 . The additional equipment added to the existing building will
not increase the noise level above the following levels : 65 dB
