According to your description,
the maximum uncontrolled nonmethane hydrocarbon emissions from the test will
be 5 pounds per day. Using an activated carbon adsorption system these
emissions will be reduced to .1 to 1.5 pounds per day.
Based on the above information, the District hereby authorizes Chevron to
proceed with the testing phase of this project. This authorization is
conditional upon Chevron's sutmital of the test results and the emission data
to the District on a monthly basis. It should be noted that an Authority to
Construct must be obtained from the District prior to initiating the full
scale operations.
If you have any further questions regarding this matter, please contact Seyed
Sadredin at 209-468-3474.
JOGI KHANNA, M.D. , M.P.H.
DISTRICT HEALTH OFFICER AND
A POLLUTION CONTROL OFFICER
LAKH IIR GREWAL, DIRECTOR
AIR POLLUTION CONTROL DISTRICT
LG/SS
CC: David Carls, E.H.
David L.
