The monitoring and sampling program was conducted in <br /> ' accordance with the Central Valley Regional Water Quality Control Board (Central <br /> Valley RWQCB) Monitoring and Reporting Program (MRP) Order No. R5-2006-0812. <br /> This report provides results of the January 2010 monitoring and sampling event, and a <br /> ' summary of separate-phase oil (SPO) extractions and oleophilic sock monitoring <br /> throughout 2009 and the first quarter of 2010. Seventeen groundwater monitoring wells <br /> are currently used to evaluate water quality conditions beneath the site. Pertinent site <br /> features and groundwater monitoring well locations are shown on Figure 2. <br /> BACKGROUND <br /> ' SITE DESCRIPTION AND USE <br /> The Alden Park reservoir was built in 1928, and operated as a storage and distribution <br /> ' center for Bunker C fuel oil. The reservoir was part of the Old Valley Pipeline (OVP) <br /> system that operated from the early 1900s to the 1960s to transport San Joaquin Valley <br /> crude oil from Bakersfield to the Richmond Refinery, and Bunker C locomotive fuel <br /> ' from the Richmond Refinery to Tracy. <br /> The fuel oil was loaded onto railroad tank cars for distribution as steam locomotive fuel <br /> throughout the western United States (U.S.). The facility consisted of one 750,000- <br /> barrel, concrete-lined reservoir.
