Dean Hubbard <br /> California Regional Water Quality Control Board <br /> Central Region <br /> 1685 E Street <br /> ' Fresno, California 93706-2020 <br /> Subject: Annual 2014 Groundwater Monitoring and Sampling Report <br /> Alden Park <br /> Tracy, San Joaquin County,California <br /> Dear Mr. Hubbard: <br /> Leidos Engineering, LLC(Leidos; formerly SAIC Energy, Environment&Infrastructure, <br /> ' LLC)prepared this annual report at the request of Chevron Environmental Management <br /> Company(CEMC) for groundwater monitoring and sampling activities conducted at <br /> Alden Park(the Site) in Tracy, San Joaquin County, California(Figure 1). The <br /> ' monitoring and sampling program is conducted in accordance with the Central Valley <br /> Regional Water Quality Control Board(RWQCB)Monitoring and Reporting Program <br /> (MRP) Order No. R5-2006-0812. Seventeen groundwater monitoring wells are currently <br /> ' used to evaluate water-quality conditions beneath the Site. This report provides the <br /> results of the March 2014 monitoring and sampling event and a summary of separate- <br /> phase oil(SPO) extractions and oleophilic sock monitoring conducted between the <br /> ' second quarter of 2013 and April 2014. Pertinent site features and groundwater <br /> monitoring well locations are shown on Figure 2. <br /> BACKGROUND <br /> SITE DESCRIPTION AND USE <br /> The Alden Park reservoir was built in 1928, and operated as a storage and distribution <br /> ' center for Bunker C fuel oil. The reservoir was part of the Old Valley Pipeline(OVP) <br /> system that operated from the early 1900s to the 1960s to transport San Joaquin Valley <br /> crude oil from the Kern River Oil Fields (in and near Bakersfield)to the Richmond <br /> Refinery, and Bunker C locomotive fuel from the Richmond Refinery to Tracy. <br /> ' 1000 Broadway, Ste 675 / Oakland,CA 94607 1 510.433.0835 / leidos.com/engineering <br />
