Clark Taylor <br /> `Tice President and General Counsel <br /> Schaeffer Industries <br /> 141 South Western Coil Road <br /> Lindon, Utah 84042 <br /> PROPOSED SCHAEFFER INDUSTRIES FACILITY, SAN JOAQUIN COUNTY <br /> I have reviewed your Phase R environmental audit, and the copies of the case files you have <br /> ,p_rovided from.the San_7oaquin County Environmental Health Department and the Cal EPA's <br /> Department of Toxic Substanices Control. The property you proposed to develop is immediately <br /> adjacent to the former U. S. Chemical (USC) waste disposal surface impoundments. We provided j <br /> oversight of the closure of their impoundments and subsequent clean-up of the subsoils. The files <br /> you submitted to me for review represent a reasonable account of our involvement and <br /> documentation of the site clean-up and concentrations left on the site. In December 1994, we <br /> concluded that clean-up had been completed and no further regulatory action,other than the <br /> rescission of the USC waste discharge requirements,would be required. <br /> Your Phase 11 report provided by Kleinfelder, dated 3 September 1996, describes the installation of <br /> three borings later developed and converted to monitoring wells. Nineteen soil samples were <br /> analyzed from those three borings and water samples were collected and analyzed from each <br /> boring. The results of the soil analysis indicated the presence of low concentrations of <br /> ethylbenzene and TPH-Gasoline in boring 2 located closest to the ST&E Railroad line and on the <br /> northern end of your proposed property. Low level Zylenes were also present in soils at 61 feet <br /> below ground surface in boring 3 located at the southernmost end of your property. The results of <br /> the groundwater analysis indicated the presence of low concentrations of 1,1-Dichloroethylene and <br /> TPH -Unidentified Extractable Hydrocarbons (in the CIO to C24 carbon range)found in boring/ <br /> monitoring well 2. Sulfate was also analyzed and found to be present at low concentrations in all <br /> three on-site monitoring wells. <br /> The constituents and their respective concentrations found in the groundwater represent <br /> background conditions of the site and the board would not require any remediation action by the <br /> new site owner Schaeffer.I.ndustries. The concentration of constituents found in the on-site soils - - <br /> also would not result in a need for remediation.
