UNION PACIFIC RAILROAD, 833 E EIGHTH STREET, STOCKTON, CA, SAN JOAQUIN COUNTY <br /> (EPA ID# CAD982030207) <br /> The Department of Toxic Substances Control (DTSC) received a 30-Day accumulation extension <br /> request to the 90-day accumulation time period from Union Pacific Railroad (UPR), located at 833 E <br /> Eighth Street, Stockton, CA 95206 on March 3, 2020. UPR submitted an electronic copy of the <br /> extension request on February 27, 2020. <br /> The extension request is for the following waste streams: <br /> • One 20 cubic yard (CY) lined roll off bin containing diesel contaminated ballast, RCRA waste <br /> D008, California Waste Code 352 with December 9, 2019 as the initial date of <br /> accumulation. The 90-day storage time will expire on March 8, 2020. <br /> • Seven (7), 55 gallons metal drums containing mixed diesel, oil and gas, non-RCRA waste, <br /> California Waste Code 343, with December 9, 2019 as the initial date of accumulation. The <br /> 90-day storage time will expire on March 8, 2020. <br /> • One 55 gallons metal drum containing diesel contaminated rags, non-RCRA waste, California <br /> Waste Code 181, with December 9, 2019 as the initial date of accumulation. The 90-day <br /> storage time will expire on March 8, 2020. <br /> The covered 20 CY roll off bin and eight 55 gallons drums are stored in a fenced storage area in the <br /> central accumulation area at the Union Pacific Stockton Yard which is not accessible to the public. <br /> UPR stated that their request for this 30-day extension to the 90-day hazardous waste storage limit <br /> was due to delays in obtaining a complete results from the laboratory to properly characterize waste. <br /> On February 27, 2020, DTSC requested additional clarification for delay in obtaining analytical results <br /> and UPR responded on March 3, 2020. <br /> A legible photocopy of the manifest showing that the wastes were removed within the allotted time <br /> must be submitted to DTSC at the address listed below within 10 days after the expiration of the <br /> storage extension. Failure to submit copies of the manifest within the specified period will result in <br /> denial of any further storage extensions for the generator. The application numbers (E-373), found <br /> on the first page of the processed and returned applications in the box marked "FOR OFFICE USE <br /> ONLY", must be printed on the top center of the copy of the manifest.
