S 11�1 N J OAQ U I I N Environmental Health Department <br /> COUNTY— AMENDED <br /> 1/29/2020 <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> APPLIED AEROSPACE STRUCTURES CORP 3437 S AIRPORT WAY, STOCKTON January 22, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 202 HSC 25189.5(a) Disposed or caused disposal of HW at an unauthorized point. <br /> OBSERVATION: According to Lon Kitagawa, Environmental Coordinator,the facility uses a dye called '2L-67"for <br /> detecting errors with parts. The dye is drained into a sink and discharged to the City of Stockton Publicly Owned <br /> Treatment Works system. According to the Safety Data Sheet received,the LD50 (oral)for the rat is calculated to <br /> be">300 but less than or equal to 2000 mg/kg (calculated using ATE values)"and the LD 50 (dermal)for the rabbit <br /> was calculated to be"51000 but less than or equal to 2000 mg/kg (calculated using ATE values)." These LD50 <br /> values indicate that the dye is a hazardous waste. <br /> REGULATION GUIDANCE: Per California Code of Regulations 66261.24., Characteristic of Toxicity: <br /> 66261.24 (a): A waste exhibits the characteristic of toxicity if representative samples of the waste have any of the <br /> following properties: <br /> (3)an acute oral LD50 less than 2,500 milligrams per kilogram; <br /> (4)an acute dermal LD50 less than 4,300 milligrams per kilogram; <br /> (5)an acute inhalation LC50 less than 10,000 parts per million as a gas or vapor; <br /> The disposal of any hazardous waste, or the causing thereof, is prohibited when the disposal is at a facility which <br /> does not have a permit from the department issued pursuant to this chapter, or at any point which is not authorized <br /> according to this chapter. Hazardous wastes shall be disposed of only by transportation to a permitted hazardous <br /> waste treatment, storage, and disposal facility(TSDF)or other authorized point. <br /> CORRECTIVE ACTION: Immediately cease disposal of dye into the sink and begin to properly store/dispose as a <br /> hazardous waste.
