S A N J 0 A Q I I I Irl Environmental Health Department <br /> C C u N T AMENDED <br /> 4/17/2020 <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> APPLIED AEROSPACE STRUCTURES CORP 3437 S AIRPORT WAY, STOCKTON January 22, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(a)Stored hazardous waste on site longer than 90 days without a permit or authorization. <br /> OBSERVATION: The following hazardous waste container was found on-site with an accumulation start date of <br /> greater than 90 days: <br /> In the building 1 utility area, one black 55 gallon steel drum containing Non-PCB Ballasts had a hazardous waste <br /> label with an accumulation start date of 6-7-2019. <br /> REGULATION GUIDANCE: <br /> (a)a generator may accumulate hazardous waste on-site for 90 days or less <br /> (b)The beginning of the 90 day period is determined as follows: <br /> (1)if the generator does not generate more than 100 kilograms of hazardous waste or one kilogram of acutely <br /> hazardous waste(listed in section 66261.33(e))or one kilogram of extremely hazardous waste during any calendar <br /> month, the 90 day period begins on the date the generator has accumulated 100 kilograms of hazardous waste or <br /> one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste; <br /> (2)if the generator generates more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous <br /> waste or one kilogram of extremely hazardous waste during any calendar month,the 90-day period begins on the <br /> first date on which any amount of hazardous waste begins to accumulate during that month. <br /> CORRECTIVE ACTION: The inspection was conducted on 1-22-2020 and 1-28-2020. The facility disposed of the <br /> ballasts on 1-27-2020 under uniform hazardous waste manifest number 000311283DAT. No further action is <br /> required to correct this violation. <br /> This is a repeat violation, Class II. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. <br /> -In building 1A, one black 55 gallon steel drum containing adhesive resign debris had a hazardous waste label that <br /> was missing the hazardous property. <br /> -In the adhesive primer room, one white 55 gallon poly drum containing water paint waste had a hazardous waste <br /> label that was missing the hazardous property. <br /> -In the hazardous waste storage area, one blue 55 gallon steel drum containing spent carbon had a hazardous <br /> waste label that was missing the hazardous property. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), and accumulation start date. <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by Lon Kitagawa, Environmental <br /> Coordinator, correcting the labels.
