AECOM <br /> May 3, 2019 <br /> San Joaquin County EHD <br /> 1868 East Hazelton Avenue <br /> Stockton, California 95205 <br /> Re: WORK PLAN RECEIVED <br /> Limited Phase II Environmental Site Assessment <br /> Warehouse Facility P'AY 1 3 2019 <br /> 1624 Army Court <br /> Stockton, San Joaquin County, California ENVIRONMENTAL HEALTH <br /> DEPARTMENT <br /> Parcel#163-340-020-000 <br /> 1.0 BACKGROUND <br /> AECOM conducted a Phase I Environmental Site Assessment of the property located at 1624 <br /> Army Court, Stockton, San Joaquin County, California in January 2019 and identified that <br /> 10,000-gallon diesel fuel, double-walled fiberglass, underground storage tank (UST) was <br /> installed at the Subject Property in 1987. Tank upgrades conducted in 2003 included the <br /> installation of new sump and fittings on the tank, new double wall fiberglass product piping and <br /> existing vent piping, install new under dispenser containment sump and new dispenser sump <br /> sensor, remove existing underground product piping, install new double wall fiberglass product <br /> piping for the diesel system, connect to the existing monitoring system, provide environmental <br /> sampling, and analysis report to the County, and perform piping, dispenser sump and <br /> containment testing. <br /> The Subject Property has been unoccupied since at least August 2018 and the UST has not <br /> actively been used since that time. Based on the age of the UST, AECOM recommended tank <br /> tightness testing to determine the likeliness of the UST to leak. A precision tank tightness test <br /> was conducted on this tank by a licensed testing company on February 14, 2019 and the tank <br /> passed the tightness test. Approximately 626 gallons of diesel fuel was measured in the tank <br /> during the precision tank tightness testing. <br /> 2.0 PURPOSE AND SCOPE OF WORK <br /> The below scope of work is being conducted as part of due diligence investigations. <br /> 2.1 Task 1 —Preparation of Health and Safety Plan <br /> As a standard part of work requiring field activities, especially those involving potentially <br /> hazardous materials, a site-specific Health & Safety Plan (HASP) will be developed and <br /> implemented. All work will be performed in Level D PPE. The California USA North (811) <br /> will be contacted at least three business days hours prior to initiation of fieldwork to identify <br /> potential underground utilities located in the vicinity of the proposed soil sampling locations. <br />
