Operation of a soil
vapor extraction system to remove the petroleum contamination from the soil at
the site began in October 2004. EHD received a report on the fourth quarter
2004 site activities in December 2004. In May 2005, EHD received a report on
the first quarter 2005 site activities. In July 2005, EHD received a facsimile of
laboratory analytical data from vapor samples collected from the influent and
effluent sampling ports on the vapor extraction system in April, May and June
2005. From the information in the reports and laboratory data it appears that the
contaminant concentrations in the vapor being extracted has been reduced. In
June 2005 contaminants were not detected in the vapor samples collected.
Unfortunately, none of the data collected since January 2005 has been
electronically submitted to Geotracker, the State Water Resources Control Board
database program, as required by the California Code of Regulations, Title 23,
Section 3890. The above information is to be submitted to the Geotracker
database by November 14, 2005.
EHD has discussed with your consultant, Advanced GeoEnvironmental Inc that it
may be appropriate to prepare a report that requests no further action be
required at the site that includes all of the above information and provides all the
documentation shown in the Tri-Regional Board Staff Recommendations
Appendix A dated April 16, 2004. At a minimum, a report that includes all data
from site activities since April 2005 and includes conclusions and
recommendations for the site is to be submitted to EHD on the Geotracker
database by December 14, 2005.
