Delineation and Destruction Work Plan for Well B-1 <br /> 1 INTRODUCTION <br /> This delineation and destruction work plan was prepared for the destruction of shallow zone <br /> monitoring well B-1 at the Former Kearney-KPF Facility (project), located at 1624 East Alpine <br /> Avenue, in Stockton, California (project site; Figure 1, Location Map). An unidentified party <br /> released an oily substance into well B-1 without authorization sometime between July and October <br /> 2013, despite the well being secured with a locked well cap and monument. Well B-1 will be <br /> destroyed to prevent future misuse. <br /> The well destruction will be performed in accordance with the San Joaquin County(County) Well <br /> Standards (EHD 2005) and the California Department of Water Resources Water Well Standards <br /> Bulletins 74-81 (DWR 198 1)and 74-90(DWR 1991).The well will be destroyed following approval <br /> of a well destruction permit by the County Environmental Health Department(EHD). <br /> 1.1 Scope of Work and Objectives <br /> The objective for this project is to decommission shallow zone monitoring well B-1 at the site. <br /> The scope of work includes the following activities: <br /> • Initial site reconnaissance and delineation and destruction work plan preparation <br /> • Mobilization/demobilization of a drilling rig, associated equipment, and personnel <br /> • Delineation of impacts from the unauthorized release of an oily substance, including <br /> completion of three (or more, if step-outs are necessary) temporary exploratory borings <br /> for soil and groundwater sampling near well B-1 <br /> • Proper shallow zone monitoring well destruction to mitigate potential threats to the <br /> groundwater, in accordance with the County Well Standards (EHD 2005), the Department <br /> of Toxic Substances Control (DTSC) Well Design and Construction for Monitoring <br /> Groundwater at Contaminated Sites(2014),and California Department of Water Resources <br /> Bulletins 74-81 (1981) and 74-90 (1991) <br /> • Management and disposal of the investigation-derived waste (IDW) <br /> • Documentation of all site activities in a delineation and well destruction report <br /> 1.2 Well Location <br /> Well B-1 is located in County Assessor's Parcel No. 117-080-06,which is owned by Empire Real <br /> Estate and referred to as the Former Kearney-KPF Facility (Figure 2, Locations of Wells and <br /> Proposed Exploratory Boreholes). The well is approximately 275 feet south-southeast of the on- <br /> site treatment system and 385 feet east of the western property boundary.
