Delineation and Destruction Work Plan for Well B-1 <br /> Contaminants of concern at the site include chlorinated volatile organic compounds (VOCs). <br /> Historically, the highest concentrations of contaminants of concern in well B-1 were detected in <br /> 1987; 1,1-dichloroethene was detected at a concentration of 16 micrograms per liter(µg/L), 1,1,1- <br /> trichloroethane at 56 µg/L, 1,1-dichloroethane at 2.7 µg/L, tetrachloroethene at 6.2 µg/L, and <br /> trichloroethene at 3 µg/L. Total petroleum hydrocarbons (TPH) and related fuel constituents are <br /> not contaminants of concern for the site. <br /> 2 DELINEATION OF IMPACTS FROM UNAUTHORIZED RELEASE <br /> 2.1 Discovery of Oily Substance and Notifications <br /> Dudek discovered the oily substance in well B-1 on October 7,2013,while conducting water level <br /> measurements at the site.Upon arriving at well B-1,Dudek noticed the well box lid was unsecured <br /> and there was a petroleum-like odor in the immediate area. Upon opening the well box, Dudek <br /> discovered that the locking well cap was loose, and black oily staining was visible on the inside of <br /> the PVC well casing. Dudek attempted to measure the water level;the bottom few feet of the water <br /> level tape and sounder came up from the well coated with a black liquid emitting a petroleum odor. <br /> Dudek returned on October 11, 2013, with an oil-water level probe and measured 3.3 feet of oily <br /> substance. During the previous inspection on July 17, 2013, there was no evidence of a black oily <br /> liquid, and the well box lid and locking well cap were secured and in good condition. Therefore, <br /> the incident occurred between July 17, 2013, and October 7, 2013 (Dudek 2014; DTSC 2016). <br /> Dudek notified the property owner of the issue with well B-1 and installed a new locking well cap <br /> and new well box. Dudek notified the County on October 7,2013, the day of discovery. A County <br /> inspector was on site at the time, observing the soil vapor sampling that Dudek was also <br /> conducting. Dudek notified DTSC the following day, October 8, 2013, of the issue (DTSC 2016). <br /> The County EHD reportedly conducted an inspection the following week and issued a Notice to <br /> Abate to Empire Real Estate, the site owner; however, Kearney and Dudek were not notified of <br /> this interaction and did not learn of it until the 2017 Groundwater Audit Inspection Report was <br /> issued(Dudek 2017a). <br /> Dudek continued to observe the oily substance in well B-1 during the four 2014 sampling events; <br /> they did not encounter an increase in oily substance or other evidence of additional releases(Dudek <br /> 2015). During the 2015 sampling events, well B-1 was reported as dry; however, a black oily <br /> substance was discovered on the sounder upon reeling it back to the surface (Dudek 2016). <br /> In February 2016, DTSC issued a memorandum summarizing the events related to well B-1. <br /> This memorandum did not include instructions for a response or a request for further <br /> information (DTSC 2016). <br /> 10886-7 <br /> DUDEK 3 January 2019 <br />
