Site Health and Safety Plan <br /> ENSAFE RS&H <br /> Stockton Metropolitan Airport, Stockton, California <br /> January 27, 2020 <br /> 12.0 AIR MONITORING REQUIREMENTS <br /> Monitoring shall be performed if there is a question of employee exposure to hazardous <br /> concentrations of hazardous substances in order to ensure proper selection of engineering controls, <br /> work practices, and PPE. Employees should not be exposed to airborne concentrations, which exceed <br /> permissible exposure limits or published exposure levels, without the use of acceptable protective <br /> measures. <br /> Air monitoring may be used to identify and quantify airborne concentrations of hazardous substances <br /> and safety and health hazards in order to determine the appropriate level of employee protection <br /> needed onsite. Periodic monitoring shall be conducted when the possibility of an immediate danger <br /> to life or health condition or flammable atmosphere has developed or when there is indication that <br /> exposures may have exceeded permissible exposure limits or published exposure levels since prior <br /> monitoring. <br /> 12.1 Health and Safety Action Levels <br /> An action level is a point at which increased protection is required due to the concentration of <br /> contaminants in the work area or other environmental conditions. The concentration level (above <br /> background level) and the ability of the PPE to protect against that specific contaminant determine <br /> each action level. The action levels are based on concentrations in the breathing zone. Action levels <br /> are based upon sound scientific principles as expressed by various regulatory agencies or industry <br /> groups. <br /> If ambient levels are measured, which exceed the action levels in areas accessible to unprotected <br /> personnel,then necessary control measures(removal from area, barricades, warning signs, mitigative <br /> actions to limit access, etc.) must be implemented prior to commencing activities at the specific work <br /> area. <br /> Personnel should also be able to upgrade or downgrade their level of protection with the concurrence <br /> of the SSHO or designee. <br /> Reasons to upgrade: <br /> • Known or suspected presence of dermal hazards <br /> • Occurrence or likely occurrence of gas, vapor, or dust emission <br /> • Change in work task that will increase the exposure or potential exposure to hazardous <br /> materials <br /> 29 <br />
