CC: NA
❑ Urgent x For Review ❑ Please Comment ❑ Please Reply ❑ Please Recycle
• Comments: Mr. Rosenbaum:
I briefly spoke with Susan Timm in your absence this morning regarding an ongoing phase II
(Environmental Assessment) proposal at the former Spreckels Sugar Plant located at 18800 Spreckels
Road in Manteca CA. The proposal includes a request to install a total of six monitoring wells to be
employed to further evaluate the presence or absence of contaminants in soil and ground water within
the facility property boundaries intended to be separate from the lime pond closure project of which I
believe you are aware. I have approved the boring permits and well completion applications received at
this office with the verbal approval of Ms. Timm. I have assured Ms. Timm of PHS/EHD's commitment
to forwarding all proposals to your agency which may ultimately require your input and concurrence
where applicable. All work plans carry an approval condition statement from our agency clearly
indicating that all groundwater and soil data obtained be submitted to PHS/EHD and the CVRWCQB
when applicable.
I have included copies of site maps which indicate the proposed positions of the monitoring wells for
your review. Well depth is limited to the upper saturated zone (— 25' bgs). All monitoring well
completion and sampling will be observed by site mitigation staff employing current county wide well
standards for site assessments.
Please feel free to contact me for more specific details regarding this issue at your earliest convenience.
