 KLEINFELDER
File No. 20-3978-O1.W10
June 12, 1997
2.2 Current Site Use And Vicinity Characteristics
The project site is currently a non-operating sugar beet processing plant with associated former
cattle yards, orchards, waste ponds etc... . The facility is currently undergoing demolition for the
pending escrow. The site is bound to the north by Yosemite Avenue, to the south by the
California State Highway 120 Bypass, to the west by Powers Avenue and residential
development and to the east by California State Highway 99. The site vicinity could be
characterized by mixed use, retail, light commercial, agricultural and residential property.
2.3 Proposed Site Development
The property will be redeveloped as a 362 acre, mixed-use development called "Spreckels Park"
(see the attached photoreduced copy of the Tentative Map). The current plans include the
construction of Spreckels Avenue, which would run south and southwest from the current
intersection of Cottage Avenue and Yosemite Avenue to Moffat Boulevard near the current
southwest corner of the property. Seven lots of commercial property covering 48.0 acres would
border the intersection of Yosemite Avenue and Spreckels Avenue and cover the current
northeast comer of the property. South of the commercial development, bordered by Spreckels
Avenue on the west and Highway 99 on the east, nine lots of industrial property are proposed
constituting a 180.8 acre industrial park. The area in the current northwest corner is proposed for
a 35.9 acre residential development, including an approximately 4.6 acre park/stormwater basin.
The remaining area, bordered by the residential development and property boundary on the west
and Spreckels Avenue on the east, is proposed for a office/business park consisting of seven lots
on approximately 83.5 acres. The southernmost boundary of the office/business park would
include another park/stormwater basin. For further details regarding the proposed land use
please refer to the attached copy of the Tentative Map.
10-3978-01.W10/1017L155 Page 3 of 44 Copyright 1997,Kleinjelder,Inc.
