KLEINFELDER <br /> File No. 20-3978-01.W 10 <br /> June 12, 1997 <br /> 5.0 CONCLUSIONS AND RECOMMENDATIONS FOR SDC <br /> As stated earlier in this letter, Kleinfelder also conducted a"Pre-Pond Closure Investigation" and <br /> groundwater monitoring for Spreckels Development Company. Report references and the <br /> conclusions and recommendations detailed in said reports are outlined as follows. <br /> 5.1 Pond Closure Investieation (File No. 20-3978-02.EO1) <br /> Based on the results of the assessment conducted in this area, Kleinfelder had the following <br /> recommendations detailed in our report "Pond Closure Investigation and Related Groundwater <br /> Services, Former Spreckels Sugar Plant No. 2, 18800 South Spreckels Road, Manteca, California, <br /> (WDR Order#77-247)"dated Apri17, 1997: <br /> 1. Kleinfelder does not recommend any further investigation, monitoring or clean-up of the <br /> groundwater, the existing waste water pond,the mud ponds,or the lime ponds. <br /> 2. Kleinfelder recommends the RWQCB rescind the WDRs for the ponds. <br /> 3. Kleinfelder recommends that the ponds be razed and that the pond sediments be reused on site. <br /> Also, Kleinfelder recommends that the property owner be allowed to continue to sell the "Spent <br /> lime" in the lime ponds as a soil amendment. It is our understanding that Spreckels <br /> Development would like Kleinfelder to submit a pond closure plan following receipt of the <br /> RWQCB's comments to this report. <br /> 4. A copy of this report should be submitted to the San Joaquin County Public Health Services <br /> Department Environmental Health (PHS/EHD) and the State of California Regional Water <br /> Quality Control Board (RWQCB) for their consideration.
