The purpose of <br /> this letter is to reiterate our discussion and the status of our requests. <br /> As I stated during our conversation, a number of investigations were conducted in 1997 and 1998 <br /> under the oversight of Mr. Ron Rowe, formerly of your department. In general, there are reports, <br /> letters, and other documents dating back to 1997 that have been submitted to the department <br /> requesting closure on: (1) Beet Seed Warehouse, (2) the Truck Scale House septic system, (3) <br /> the former above ground fuel oil storage tank and piping, (4) the former underground beet flume <br /> area, (5) the former truck washing area, (6) the former auto shed, (7) the former waste oil <br /> AST/drum storage area, (8) the former gas Convault location, (9) the former acid above-ground <br /> storage tank areas, (10) the historic gas and oil UST areas, (11) the former diesel AST area, (12) <br /> the former factory slab area, and (13) the south end of the Factory Slab. In addition to the above- <br /> mentioned items, there was a very small area (approximately 10 feet by 10 feet of high soluble <br /> lead in the near surface soils next to a former rail spur. Some overexcavation was done under <br /> PHS/EHD oversight, however, not all of the affected soils were removed. <br /> Since that time, Mr. Rowe has left the department, and additionally the department has <br /> experienced a shortage of staff. When we have requested oversight in the past, we have been <br /> told that the site is not part of the Local Oversight Program, and since it was a environmental <br /> investigation conducted because our client requested it, and wasn't requested or mandated by <br /> your department, there were no resources available to provide oversight or to review items for <br /> closure. During our conversation, you confirmed that status. You also informed me, that if we <br /> wanted oversight or closures, we could request oversight through the Central Valley Region of <br /> the State of California, Regional Water Quality Control Board.
