kP4 KLEINFELDER w
An employee owned company C _ 'C
N i
File No. 20-3978-03.MTG
June 9, 2003 ? ?
Mr. Mike Infitma, R.E.H.S.
San Joaquin County
Environmental Health Department
304 East Weber, Third Floor
Stockton, California 95201
RE: Status of Phase II ESA Investigation Oversight
Proposed Auto Mall Area
Former Spreckels Sugar Plant No. 2
18800 South Spreckels Road
Manteca, California
Dear Mr. Infurna,
Thank you for talking with me on May 29, 2003 about the above-referenced site. The purpose of
this letter is to reiterate our discussion and the status of our requests.
As I stated during our conversation, a number of investigations were conducted in 1997 and 1998
under the oversight of Mr. Ron Rowe, formerly of your department. In general, there are reports,
letters, and other documents dating back to 1997 that have been submitted to the department
requesting closure on: (1) Beet Seed Warehouse, (2) the Truck Scale House septic system, (3)
the former above ground fuel oil storage tank and piping, (4) the former underground beet flume
area, (5) the former truck washing area, (6) the former auto shed, (7) the former waste oil
AST/drum storage area, (8) the former gas Convault location, (9) the former acid above-ground
storage tank areas, (10) the historic gas and oil UST areas, (11) the former diesel AST area, (12)
the former factory slab area, and (13) the south end of the Factory Slab. In addition to the above-
mentioned items, there was a very small area (approximately 10 feet by 10 feet of high soluble
lead in the near surface soils next to a former rail spur. Some overexcavation was done under
PHS/EHD oversight, however, not all of the affected soils were removed.
Since that time, Mr. Rowe has left the department, and additionally the department has
experienced a shortage of staff. When we have requested oversight in the past, we have been
told that the site is not part of the Local Oversight Program, and since it was a environmental
investigation conducted because our client requested it, and wasn't requested or mandated by
your department, there were no resources available to provide oversight or to review items for
closure. During our conversation, you confirmed that status. You also informed me, that if we
wanted oversight or closures, we could request oversight through the Central Valley Region of
the State of California, Regional Water Quality Control Board. Unfortunately, they provided no
20-3978-03.MTG/ST03L336.doc Page 1 of 2
Copyright 2003,Kleinfelder,Inc.
