Kleinfelder does not recommend any further investigation or clean-up for the proposed 25 <br /> acre residential development at the former Spreckels site. However, Kleinfelder <br /> recommends that a copy of this report be submitted to the RWQCB and PHS/EHD for their <br /> review and comment. Additionally, Kleinfelder recommends that a letter of "no further <br /> action" be requested from both agencies. This report and the conclusions and <br /> recommendations presented are subjected to the "Limitations" presented in Chapter 7 of this <br /> report. <br /> 4. No Purgeable or extractable petroleum hydrocarbons, BTEX compounds, or MTBE were <br /> detected in the soil samples collected and analyzed within the former pipeline area. <br /> 5. No further assessment is recommended along the former steam/f iel pipeline. It is <br /> recommended that monitoring well MW 7-36 be properly abandoned when it is no longer in <br /> use(if it isn't used for depth the water measurements). <br /> 6. Low levels of the 4,4'-DDT (a pesticide), 4,4'-DDE (a degradation product of DDT), and <br /> 2,4-DB (a herbicide) were detected in 11 of the 25 soil samples analyzed for pesticides and <br /> herbicides. The levels detected are orders of magnitude below the preliminary remediation <br /> goals established for these compounds by the U.S. Environmental Protection Agency (EPA). <br /> PRGs are health-based concentrations which, if exceeded, may present a concern to EPA, <br /> and may require remediation. However, because the concentrations detected were below the <br /> PRGs, Kleinfelder does not recommend additional evaluation of the orchard area. <br /> Additionally, it is Kleinfelder's experience that the concentrations present are consistent with <br /> much of the agricultural (and formerly agricultural) land in the Central Valley of California. <br /> 4.8 Geophysical Investigations (File No. 20-3978-O1.WR8) <br /> Based on the results of the subsurface assessment conducted in this area, Kleinfelder had the <br /> following recommendations detailed in our report "Geophysical and Trenching Investigation, <br /> (Phase I ESA Recommendation Nos. 4, 6 and 20), Former Spreckels Sugar Plant No. 2, 18800 <br /> South Spreckels Road,Manteca, California"dated February 24, 1997: <br /> 1. Kleinfelder does not recommend any further investigation of the four subsurface anomalies <br /> identified by Norcal Geophysical. <br /> 2.
