0- <br /> File <br /> File No. 20-3978-01.W 15 kn K L E 1 N F E L D F R <br /> January 6, 1997 <br /> ATTACHMENT A <br /> SCOPE OF WORK <br /> SOIL SAMPLING AND ANALYSIS <br /> COOLING TOWERS <br /> PHASE I ESA RECOMMENDATION NUMBER 25 <br /> FORMER SPRECKELS SUGAR PLANT <br /> 18800 SOUTH SPRECKELS ROAD <br /> MANTECA, CALIFORNIA <br /> 20-3978-01.W15 <br /> January 6, 1997 <br /> INTRODUCTION <br /> Kleinfelder has conducted a Phase I Environmental Site Assessment (ESA) of the <br /> property known as the Former Spreckels Sugar Plant in Manteca, California (Kleinfelder <br /> Job No. 20-3978-O1.P01, dated October 18, 1996). Plate 1 shows the location of the <br /> Spreckels property. The Spreckels plant utilized steam produced by boilers for various <br /> heating and evaporation processes. The heated water was cooled in cooling towers. The <br /> cooling towers are present at two locations on site: 1) east of the machine/welding shop <br /> adjacent to the fresh water settling basin, and 2) south of the factory buildings adjacent to <br /> the acid/caustic storage area. It is unknown whether hexavalent chromium was used as a <br /> scale inhibitor in the cooling towers on site. Kleinfelder recommended that surface and <br /> shallow depth soil samples be collected and analyzed for the presence of hexavalent <br /> chromium (recommendation number 25). The surface and shallow depth soil samples <br /> will be obtained using a hand auger and slide hammer sampling device. <br /> SCOPE OF WORK <br /> Permit and Workplan Submittal <br /> Kleinfelder will collect soil samples from hand auger borings. The San Joaquin County <br /> Division of Environmental Health (EHD) requires a workplan and boring permit <br /> application for all sampling conducted for site assessment purposes. The proposed hand <br /> auger borings will require boring permits. Kleinfelder will also prepare a health and <br /> safety plan for use in the field.
