March Lane, #430 <br /> Stockton, California 95219 <br /> SUBJECT: Proposal/Cost Estimate <br /> Investigation of Suspected Landfill Locations <br /> Former Spreckels Sugar Plant <br /> Manteca, California <br /> Dear Mr. Atherton: <br /> We are pleased to present this proposal/cost estimate for the investigation of suspected landfill <br /> locations at the Former Spreckels Sugar Plant in Manteca, California. The sampling was <br /> recommended due to the results of the Phase I Preliminary Environmental Site Assessment <br /> Kleinfelder conducted at the site (20-3978-O1.P01 dated October 18, 1996). <br /> Please note this proposal is for; the investigation to verify if the 7 landfills are present, to obtain <br /> data on the soil, groundwater and landfill gas quality at all seven locations, and to provide <br /> negotiations (as outlined) with selected regulatory agencies. If less than all seven landfills exist, <br /> very significant cost savings could be realized because the soil/groundwater/landfill gas data for <br /> the non-existent sites would not be needed. <br /> The scope of work is described in Attachment A, with Kleinfelder field protocols as Attachment <br /> B. The cost estimate is included as Attachment C. The work requisition authorizing us to <br /> proceed is presented as Attachment D. We can begin work as soon as we receive both signed <br /> work requisitions.
