INTRODUCTION <br /> 1.1 Background <br /> Kleinfelder conducted a Phase I Environmental Site Assessment (ESA) for Atherton Kirk <br /> Development at the former Spreckels Sugar Manteca Processing Plant. During that assessment, <br /> seven suspected landfills were found. The presence of these landfills has not been field verified <br /> with the exception of one that was uncovered during grading in preparation for operation of a <br /> composting facility near the southern end of the property. The issue of onsite landfills must be <br /> resolved before development of the site can proceed. <br /> 1.2 Objective <br /> Address presence of suspected onsite landfills such that the landfills will not significantly impede <br /> future development of the site. <br /> 1.3 Approach <br /> The approach developed for this project is as follows: <br /> • Assess character and extent of waste (location of landfills, dimensions of landfills, <br /> what types of waste are in the landfills) <br /> • Assess if contaminants are being or have been released from the landfill (test <br /> underlying soil and groundwater for evidence of contamination, look for landfill gas) <br /> • Meet with regulatory agencies to discuss regulatory requirements for further actions <br /> in light of site investigation results and proposed land use after development <br /> • Develop a corrective action plan for the landfills (if needed) <br /> 10-3978-01.WR91MP960143 Page I of 01996, Kleinfelder, Inc. <br />
