KLEINFELDER
File No. 20-3978-01.WR9
December 9, 1996
ATTACHMENT A
PROPOSAL
INVESTIGATION OF SUSPECTED LANDFILL LOCATIONS
FORMER SPRECKELS SUGAR PLANT
MANTECA, CALIFORNIA
DECEMBER 9, 1996
1. INTRODUCTION
1.1 Background
Kleinfelder conducted a Phase I Environmental Site Assessment (ESA) for Atherton Kirk
Development at the former Spreckels Sugar Manteca Processing Plant. During that assessment,
seven suspected landfills were found. The presence of these landfills has not been field verified
with the exception of one that was uncovered during grading in preparation for operation of a
composting facility near the southern end of the property. The issue of onsite landfills must be
resolved before development of the site can proceed.
1.2 Objective
Address presence of suspected onsite landfills such that the landfills will not significantly impede
future development of the site.
1.3 Approach
The approach developed for this project is as follows:
• Assess character and extent of waste (location of landfills, dimensions of landfills,
what types of waste are in the landfills)
• Assess if contaminants are being or have been released from the landfill (test
underlying soil and groundwater for evidence of contamination, look for landfill gas)
• Meet with regulatory agencies to discuss regulatory requirements for further actions
in light of site investigation results and proposed land use after development
• Develop a corrective action plan for the landfills (if needed)
10-3978-01.WR91MP960143 Page I of 01996, Kleinfelder, Inc.
