This proposal was developed after correspondence with Messrs. Mike Atherton of Atherton Kirk Development and Ron Cheek of R.L.C. Associates, using Kleinfelder's current understanding of the site conditions, and is a preliminary understanding of your desires and requirements. We have prepared this proposal based on information usually requested in a workplan by the San Joaquin County Public Health Services Department, Environmental Health Division (PHS/EHD) and the State of California Regional Water Quality Control Board Central Valley Office (RWQCB). Kleinfelder is committed to providing a high level of service to its clients, commensurate with their wants and needs. If a portion of this proposal does not meet the needs of the client, or if those needs have changed, Kleinfelder stands ready to consider appropriate modifications, subject to the standards of care to which we adhere as professionals. BACKGROUND Kleinfelder has conducted a Phase I Environmental Site Assessment (ESA) of the property known as the Former Spreckels Sugar Plant No. 2 in Manteca, California(Kleinfelder Job No. 20-3978-OI.POI, dated October 18, 1996). Plate 1 shows the location of the Spreckels property. This proposal/cost estimate presents a scope of work to further assess the groundwater quality at four locations within the Spreckels site. The scope of work is based on the preliminary results of Kleinfelder's ongoing assessment of the environmental concerns identified during the Phase I ESA.
