Gardner Trucking, Used Oil Tank, 22§CCR 66265.192, November 2019 <br /> 4.0 Inspection <br /> 4.1 Results: <br /> 4.1.1 Foundation: <br /> The Used Oil tank is sitting on a concrete foundation. No cracks, spalling or other <br /> deficiencies were found in the foundation. The tank is not secured to the foundation by <br /> any mechanical means and the seismic evaluation shows a risk of overturning or sliding. <br /> The foundation appears to be sufficient to maintain the full load of the tank based upon <br /> its many years of service at this location. <br /> 4.1.2 Containment: <br /> The Used Oil Tank is a double-walled aboveground tank with secondary containment <br /> capable of containing 100% of the contents and is intrinsically designed to prevent <br /> exposure to precipitation. The interstice was free of any waste. <br /> 4.1.3 Shell: <br /> The inner and outer shell are constructed of carbon steel of unknown specification, but <br /> assumed to be A36 commercial steel. It is a double walled horizontal rectangular design. <br /> The shell exterior was visually inspected and appears in satisfactory condition. The <br /> coating was inspected for disbonding, adhesion, deterioration, and discoloration(See <br /> Section 4.1.6). A visual inspection was conducted over the exterior shell including the <br /> shell external welds. No discrepancies were noted on the welds. The minimum design <br /> thickness requirements per UL-142 for the tank is 0.093". The UT inspection of the tank <br /> revealed no indications that the wall thickness has dropped below the design <br /> requirements listed in UL-142. Thickness measurements are listed in the engineering data <br /> in Appendix B. The Used Oil tank was not labeled in accordance with NFPA 704. <br /> 4.1.4 Appurtenances: <br /> Inspected and evaluated each tank nozzle in accordance with STI SP-001. Evaluated all <br /> nozzles and reinforcement plates for leaks and corrosion. The Used Oil tank is not <br /> installed with a normal vent. The normal venting shall be at least as large as the filling or <br /> withdraw connection per UL-142 Table 8.2. Both the primary tank and interstice are <br /> equipped with a Morrison Bros Fig 244 emergency vent. Every aboveground storage tank <br /> shall have emergency relief venting...that will relieve excessive internal pressure caused <br /> by an exposure to fire (NFPA 30 22.7.1.1. The Used Oil tank has a Kruger Sentry Gauge <br /> installed for the purpose of measuring the liquid level. The gauge was verified to be <br /> accurate during the inspection. The Used Oil tank has an auto shut off valve installed to <br /> help prevent overfills. This valve will turn off the air supplied by the compressor to the <br /> Husky 1050 pump. There are two (2) nozzles on the tank that have no appurtenance or <br /> plug installed. The plugs attached are constructed of PVC and should be replaced with <br /> carbon steel. <br /> 4.1.5 Painting/Insulation: <br /> There are minimal areas of coating failure throughout the shell and roof of the tank. The <br /> corrosion is surface-oriented at this time. <br /> 5 <br />
